Nagano Prefecture adopts Saison Information Systems' HULFT Series as data integration platform to improve residents' lives

- Promoting the use of data for flood forecasting as the first step -

To media representatives:

SAISON INFORMATION SYSTEMS CO., LTD.

SAISON INFORMATION SYSTEMS CO., LTD. (Head office: Minato-ku, Tokyo; Representative Director, President and CEO: Makoto Hayama; hereinafter referred to as Saison Information Systems) announced that Nagano Prefecture has adopted "DataSpider Servista" and "HULFT DataCatalog" as its data integration platform for flood prediction and other purposes, aiming to improve the lives of residents. This platform, which began operation in April 2023, covers 77 cities, towns, and villages, and allows data collection while reducing the burden of previously having to acquire and store data individually.

As part of the "Smart Highland Promotion Program," which promotes digital transformation in administrative affairs and infrastructure, Nagano Prefecture is utilizing data integration platform to promote flood forecasting and other activities. This data integration platform was built by Media Force Co., Ltd. (Head office: Shinjuku-ku, Tokyo; President and CEO: Kengo Kato), a partner of Saison Information Systems. This project was not built using the traditional method of developing a custom-made system from scratch (scratch development), but rather using a development method without writing source code (no-code development), which significantly shortened the implementation period. Furthermore, using no-code development allows the customer to in-house operations and new construction, thereby reducing post-implementation costs.

"DataSpider Servista has a large share of the global data integration, and there's no doubt that it provided a sense of security and trust in terms of support. Thanks to its unique method of regularly crawling websites to acquire information, it has succeeded in significantly reducing the burden on municipalities. Furthermore, when handling personal data, prior consent is required, which is a high hurdle to getting started. This time, we limited the use to open data, which significantly lowered the barrier to entry for municipalities. By making them realize the usefulness of data utilization, we have also been able to use this infrastructure development as an opportunity to create an environment that makes it easier to accelerate efforts toward data integration platform."

Nagano Prefecture's Initiatives

The "Smart Highland Promotion Program" focuses on common operations between the prefecture and municipalities and promotes joint use. Business processes are being thoroughly reviewed, taking into consideration the use of cloud services and the scalability of IT systems. Additionally, as Nagano Prefecture advances seven projects, including the "Smart Municipality Promotion Project," it is participating in joint research led by the University of Tokyo and JAXA on improving the accuracy of flood forecasts using data such as water levels.

<Key points for utilizing data>

  • A system for collecting river data such as water levels and rainfall data held by Nagano Prefecture and municipalities
  • data integration platform that aggregates municipal data to promote digital transformation
  • Since each city, town, and village would have to pay for the renovations individually, a function to collect information directly from the prefecture
  • Utilizing data integration platform and in-house operations

In this project to build data integration platform for Nagano Prefecture's Smart Highlands, the platform is built around DataSpider Servista, and the metadata of the accumulated information is automatically collected and cataloged using HULFT DataCatalog, thereby visualizing the information.

<Effects of introduction>

  • Data collection through web crawling without placing a burden on municipalities
  • Realization of in-house production, such as adding partners and changing items
